Goal: By 2020, marine turtles are recovering or stabilizing in selected
representative populations. This strategy includes site-based interventions, both on nesting beaches and in-water habitats, as well as broader regional and international policy interventions. It focuses specifically on five of the seven marine turtle species.

The Bellagio Blueprint for Action on Pacific Sea Turtles is an outcome of the Bellagio Conference on the Conservation and Sustainable Management of Sea Turtles. The Blueprint advocates (1) the protection of all nesting beaches; (2) reducing the take of turtles in at-sea and coastal fisheries; (3) stimulating Pan-Pacific policy actions; and (4) encouraging the sustainability of the traditional use of sea turtles.

The document was formulated through a series of national presentations and group discussions designed to determine key issues in sea turtle conservation at national and regional levels. In particular, discussions focused on those topics where national issues and needs require or would benefit from being addressed at a regional level. The regional strategy thus contains actions which can be taken to address common problems and needs, as well as actions which are international or regional in scope.

In June 1994, 19 members of the Marine Turtle Specialist Group of the Species Survival Commission of IUCN from 15 nations and a representative of the IUCN Secretariat drafted a comprehensive global strategy for the conservation of marine turtles. The resulting draft was sent to all members of the MTSG and selected members of the SSC for review and comment.
